Dan Owen

Vice President, Intelligence and Security

Mr. Owen came to STIMULUS with 18 years of experience as a consultant and executive for both the public and private sectors, in the U.S. and abroad. He is a recognized expert in multiple discipline areas including Intelligence, Infrastructure Protection, Information Operations, Information Assurance and Cyber Security.

Immediately prior to joining STIMULUS, Dan served as Senior Advisor to the Department of Homeland Security, Office of Intelligence and Analysis, while employed by General Dynamics Advanced Information Systems. In this role, he led an interagency working group on behalf of the Department of Homeland Security and the National Intelligence Officer for Warning within the Office of the Director of National Intelligence, in support of a larger Critical Infrastructure Protection program managed directly by the White House Office of Science and Technology Policy.

He also established and was the first Director of the Information Assurance & Intelligence Analysis Centers of Excellence for General Dynamics Information Technology (GDIT). While at GDIT, Dan established the GDIT Security Operations Center. He also served two years on the General Dynamics Information Security Review Board (ISRB), which developed, audited and enforced Information Security policies for the entire Corporation. While serving on the ISRB, Dan acted as the primary interface between GD and the Office of the Secretary of Defense on all matters dealing with IT Security.

Additionally, Dan has held positions such as: 1.) President of Aesculapian Enterprises, which provided consulting expertise and support to U.S. Government Agencies and Departments responsible for improving our National Security posture and response; 2.) Vice President of Intelligence for iDEFENSE, which provided intelligence and information assurance products and services to both public and Fortune 500 private sector clients; and, 3.) Director of the CYBERWATCH Program while serving  on active duty in the United States Air Force as an Intelligence Officer.
